The striker had previously kept quiet over his future and refused to commit to a decision until Wednesday.
Van Persie says he has chosen not to extend his deal following talks with Wenger and chief executive Ivan Gazidis over the club's plans for the future.
He added: "I have kept quiet all this time out of respect and loyalty for the club and as agreed with Mr Gazidis and Mr Wenger, but since there is so much speculation in the media, I think it is fair for you guys to know what's really going on at the moment.
"As announced earlier this year I had a meeting with the boss and Mr Gazidis after the season. This was a meeting about the club's future strategy and their policy. Financial terms or a contract have not been discussed, since that is not my priority at all.
"I personally have had a great season but my goal has been to win trophies with the team and to bring the club back to its glory days.

Disappointed and hurt, but ultimately, Arsenal over van Persie / Henry / Fabregas any day.
It really does not matter to me where he ends up now.

I know there is the whole "a player his quality needs trophies" argument but if it wasn't for Wenger and Arsenal keeping faith with him during all his injury-hit years then he wouldn't be the player he is today. One injury-free season and then he does this leaves me very disappointed. I guess all we can hope is he stays next year, wins a trophy or two and has a re-think.

According to the statement, the club's lack of ambition is precisely why he is not extending his contract. It's not like Wenger wants us to struggle to finish in the top 4 every season - he is obviously working within certain limitations. Only the board can provide the answers.
I would not be surprised if the club decides to sell him after such a pubic statement. I do however think, he has weakened our negotiating power and other than a bidding war - I don't think we will now be able to get a top price for him.

Total lack of class with that statement, making it harder for us to progress forward by questioning the club out in the open. He did it to help justify his move to Man City and try and preserve his reputation.
If he 'loved' the club he would have left quietly. Maybe make a statement about not renewing and leaving it there. But no. This was all about him and a way out for him. I pray the club tell City and any other English club to fuck off and tell RVP to like it or lump it. Go Spain and join Valencia or something (the top 2 aren't interested) or go Juventus.

He has pretty much ensured that the club will have to sell him now. Don't see the fans being too kind to him if he (rightly so) if he is still playing for us next season.
